 <title>RM70m agri school for Sandakan</title>

 <description>An agriculture school known as Sekolah Pertanian Lestari(SPL) will be built at Sungai Batang Bt 10, at a cost of RM70 million.

The school, based on Agriculture Science will cover 99 acres, including a plantation and other facilities.
Disclosing this in a press conference here, Assoc.Prof. Dr.Wan Mohd Wan Othman, of Universiti Malaysia Sabah(UMS), said the proposed SPL would serve as a nucleus for the developmment of the Sandakan Education Hub.

It could give rise to various educational and training institution in Sandakan, such as polytechnic, Mara Junior Science College, Inland Revenue Board(IRB) training centre and private college.

The SPL-UMS project would include the setting up of a herb garden, a padi field, ostrich farming and an oil palm plantation.

Dr.Wan also pointed out that the SPL-UMS campus would play a significant role in the development and progress of the agriculture sector in Sabah, or in Borneo for that matter, in line with the vision of the 9th Malaysia Plan.

The curriculum would offer three disciplines of higher learning such as Agriculture Production Programme, Livestock Production Program and Horticulture Programme, as aspired by the goals of the SPL inception.

It was hope that SPL would eventuallly emerge as an only professional centre of learning, research and services in this part of the world, particularly in Agriculture Science, DR.Wan said.</description>

 <title>UiTm survey reveals Bumis own only 5pc of cyber cafes in Sabah</title>

 <description>Bumiputera entrepreneurs own only five percent of ICT companies in Sabah, particularly cyber cafe outlets, and are not into the lucrative software development and Internet marketing.

Industrial Development Assistant Minister, Jainab Ahmad, said findings also revealed that non- Bumiputeras account for the remaining 95 per cent ownership of these companies in the state.

"Such findings that revealed the low participation of Bumiputeras in the ICT sector were the result of a survey by Universiti Teknologi Mara (UiTM) here in collaboration with the State Industrial Development Ministry. "Actually the Ministry commissioned the university in 2004 to do a study on Bumiputera participation in the e-business sector and its weaknesses," she said.

Jainab said this to reporters after officiating a seminar on "Borderless B2C Investment Marketing: How Risky?", here, Wednesday. UiTM Sabah branch organised the seminar that was attended by 150 participants. In fact, she said, the Ministry's government-linked companies (GLCs) like Sedco and Sedcovest have designed courses under e-biz entrepreneur development to encourage more bumiputeras to venture into ICT business.

"There is so much we can do to boost entrepreneurial participation among bumiputeras but at the end of the day, it is still up to them to initiate and get involved in the businesses.

"WE cannot force and we are not going to pamper them anymore when opportunities and courses are readily available for them to take advantage of. Like people always say, the 'rice and lauk' are served on the table, but it is up to them (Bumiputeras) 'to eat or not to eat," Jainab asserted.

In addition, she said, the  government had provided for RM120 million in venture capital funds, the first such government support, specifically for the multimedia super corridor project.

And yet, she said Bumiputeras participation in ICT is not encouraging in the  state.

On reasons for such scenario, Jainab pointed out that there are many possible factors that contribute to the low participation of Bumiputeras in the sector.

They have attitude problems like worrying and not being daring enough to undertake calculated risks involved in taking up ICT as their business focus.

"Being unskillful in the ICT industry is also a contributing    
factor for such low participation among the Bumiputeras as the  sector is often on the move, producing the latest ICT products and there is a need for them to be skillful in operating the products," she said.

Weak in the English language, she said, can be a barrier to succeed in the risky ICT business industry as interaction and communication with iinternational companies would require the entrepreneurs to be good and competent in speaking the language.

Another factor, Jainab said, is business culture not being a way of life in the upbringing and mentality of Bumiputeras during their childhood days.

"Normally, Bumiputera children are absorbed by thoughts that they should work in the government or corporate sector when they grow up.

"But in non-bumiputra families like the Chinese, they are reminded not to work for somebody but to be their own boss by running a business. That is why we often see how the families would train and expose their children in helping them run their business as a way of inculcating an entrepreneurial culture in them.

"As a result, the children are skillful in counting and gain some business experiences on how to operate business," she said.

She said the Bumiputra entrepreneurs tend to open up businesses in a small scale to be safer and face lower risks. She said they also have a habit of copying other people's business that are doing well.

Hence, Jainab said her Ministry, through the Entrepreneur Development and Co-operative Ministry, is in the midst of instilling an entrepreneurial culturre among Bumiputeras.

 <title>PTPTN sues 216 study loan defaulters</title>

 <description>TKUALA LUMPUR:  The National Higher Education Fund Corporation (PTPTN) Tuesday filed a suit against 216 of the 10,000 odd study loan defaulters in the country.

This brings to 331 the number of defaulters being sued by the corporation.

PTPTN Manager Mohd Rusdi Ismail said a judgement default would be obtained to seal the properties or declare as bankrupts defaulters who are adamant not to show up in court.

Of the 216 summons, five were filed at the Magistrate's Court Registrar's office here while the rest at the courts nationwide.

"Our aim is to show we are serious in taking action against errant borrowers," he told reporters after accompanying the PTPTN lawyers to file the summons.

Mohd Rusdi said the court would set a date for the defaulters to appear in court and a default judgement would be obtained if they did not show up.

As of yesterday, a total of 61,017 final reminder notices have been issued through PTPTN lawyers.

Meanwhile, PTPTN public relation officer Azmir Husni Mohamed Nor urged the defaulters to contact the corporation to negotiate or reshedule their repayment failing which they would be hauled up to court.-Bernama</description>
